Potential Traffic Impacts and Florida Department of Transportation Project Updates 

S.R. A1A/South Ocean Boulevard from S.R. 802/Lake Avenue to Ibis Way

Traffic Impacts:

• One lane of S.R. A1A/S. Ocean Boulevard may be closed with a flagging operation to direct traffic, daily, 9 a.m. until 5 p.m., and nightly, 8 p.m. until 7 a.m., Sunday night through Friday, through Apr. 30, for sod installation, harmonization and paving operations. Please allow extra travel time as needed.
• In conjunction with daily and nightly lane closures on S.R. A1A/S. Ocean Boulevard, one lane of Lake Avenue just west of the S.R. A1A/S. Ocean Boulevard intersection may be closed in each direction as needed, 9 a.m. until 5 p.m., and 8 p.m. until 7 a.m., Sunday night through Friday, through Apr. 30, for sod installation, harmonization and paving operations.
• A temporary pedestrian detour route will be utilized throughout the work zone as needed; please follow directional signage and proceed with caution.

Please note:

• At this time, driveway tie-ins are expected over the next few weeks, followed by final paving operations (prior to sod installation).
• Sod installation is currently expected to begin in April. Please contact Hernando (copied above) and I if you would like to meet on-site to review irrigation in the Right-of-Way in front of your property

S.R. A1A/South Ocean Boulevard from Emerald Beach Way to S.R. 704/Royal Palm Way

Traffic Impacts:

• Construction operations will resume Monday, Mar. 23, 2026. In the interim, one lane of S.R. A1A may be closed with a flagging operation to direct traffic, 9 a.m. until 5 p.m., Monday through Friday, for maintenance operations as needed. Portions of the sidewalk may also be temporarily closed. Please follow all directional signage and proceed with caution.
• New Traffic Pattern at Traffic Circle by Mar-a-Lago: New asphalt pavement has been placed on S.R. A1A/S. Ocean Boulevard, from just north of Emerald Beach Way to S. County Road, which includes the traffic circle at the intersection of S.R. 80/Southern Boulevard. The new striping meets the current traffic standards, as follows:
  • Vehicles approaching the traffic circle are directed to yield
  • Vehicles within the traffic circle have the Right-of-Way at all times

Please note:

• Beginning March 23, the contractor will begin mobilizing to the project site and performing surveying work for the first few weeks. 
• Updated lane closures and an initial schedule of activities will be provided prior to work resuming.

NOTICE FOR PROPERTY/MAINTENANCE MANAGERS: 

In February and early March 2026, the contractor will place the first layer of new asphalt along S.R. A1A between Lake Avenue and Ibis Way as work progresses toward the final phase of the improvement project. Once the asphalt is placed in front of a property during this timeframe, sod installation can be expected roughly two (2) to three (3) weeks after. In the interim, properties are encouraged to perform any preferred irrigation adjustments with their maintenance crews before the sod is installed. Don't Block the Box 

The Palm Beach Police Department is out in force attempting to mitigate traffic congestion and has noticed that one of the most prevalent bad driver behaviors is  “Blocking of the Box.”  This occurs when a driver enters an intersection or “box” or passes over a crosswalk without room to proceed before the light turns red..  Blocking the box prohibits oncoming traffic from moving and creates dangerous conditions for other drivers, motorists, and first responders. Obstructing an intersection is ILLEGAL. Police Officers will issue citations with a fine and points on your driver’s license.

• Additionally, the Town asks everyone to be patient and conscientious when traffic slows. Everyone will eventually arrive at their destination, but honking horns, illegal and aggressive passing, and merging will not make you or the traffic move faster. New traffic pattern: Brazilian Avenue and South County Road

Bridge Opening Schedules Now In Effect Pending Final USCG Implementation Decision

The new schedules reduce bridge openings to once per hour during weekday morning and afternoon rush hours. Download the printable bridge schedule.

The following opening schedules are in effect unless the U.S. Coast Guard enforces a temporary marine security zone.  In the event of a temporary marine security zone, bridge opening schedules will be adjusted and can be found under the Mandated S. Ocean Blvd—Road Closures dropdown.

BARGE TRAFFIC

The Town has received comments over the past few months regarding unscheduled bridge openings disrupting traffic.  The Town has been in frequent communication with the United States Coast Guard (USCG) and the Florida Department of Transportation (FDOT) about bridge openings (both scheduled and unscheduled).  Almost all the unscheduled openings are related to restricted mobility vessels, such as barges being transported by tugboats, and federal regulations require bridgetenders to open on demand for these vessels.  

Currently, Palm Beach County, in conjunction with the U.S. Army Corps of Engineers, is conducting a waterways restoration project, Bonefish Cove Restoration Project, that requires multiple barges to travel daily from near the Palm Beach Inlet to the South of the Lake Worth Bridge.  The Town is making requests to limit or control these project-related barge openings with Palm Beach County and the U.S. Army Corps of Engineers.

As efforts to mitigate traffic congestion on behalf of the community continue, updates will be provided when meaningful progress or successes occur.

When persons under the protection of the U.S. Secret Service are present or expected to be present, the following security procedures will be implemented, as mandated.  All procedures are continuously evaluated, and changes may occur when necessary.

South Ocean Boulevard Closure

South Ocean Boulevard will be closed from the intersection of South Ocean Boulevard and South County Road to the traffic circle where South Ocean Boulevard and Southern Boulevard connect.

Residents and Service Providers Within Closure Area

Residents and service providers in the closure area will be granted access with proper identification and can only enter and exit from the north side checkpoint (South County Road / South Ocean Boulevard).

Bridge Opening Schedule Adjustments

When the U.S. Coast Guard enforces temporary marine security zones, Palm Beach drawbridges will follow the adjusted opening schedules detailed below. 

Flagler Memorial Bridge

• Monday through Friday (except Federal holidays)
  • 7:30 am - 9:00 am: opens on quarter hour (8:15 am)
  • 2:15 pm - 6:00 pm: opens on quarter hour
• All other weekday times, in addition to weekends and Federal holidays: opens on quarter and three-quarter hour

Royal Park Bridge

• Monday through Friday (except Federal holidays)
  • 7:30 am - 9:00 am: opens on half-hour (7:30 am, 8:30 am)
  • 2:15 pm - 6:00 pm: opens on half-hour
• All other weekday times, in addition to weekends and Federal holidays: opens on hour and half-hour

Southern Boulevard Bridge

• If directed, the bridge may not open as scheduled to permit the uninterrupted transit of dignitaries across the bridge
• Monday through Friday (except Federal holidays)
  • 7:30 am - 9:00 am: opens on quarter hour (8:15 am)
  • 2:15 pm - 6:00 pm: opens on quarter hour
• All other weekday times, in addition to weekends and Federal holidays: opens on quarter and three-quarter hour

When there is no temporary marine security zone in place, Palm Beach bridges will follow their usual schedules, which can be found under the Bridges dropdown towards the top of this webpage.

Temporary Marine Security Zones

The U.S. Coast Guard enforces temporary marine security zones in the Intracoastal Waterway and the Atlantic Ocean when persons under the protection of the U.S. Secret Service are present or expected to be present.  There are three zones, each with different restrictions, that are detailed below.

West Zone

• Waters of Lake Worth Lagoon from surface to bottom, including the Intracoastal Waterway from the southern tip of Everglades Island to approximately 1000 yards south of the Southern Boulevard Bridge, and from the western shoreline to Fisherman Island
• All vessels transiting the west zone shall maintain a steady speed and shall not slow or stop in the zone

Center Zone

• Waters of Lake Worth Lagoon from surface to bottom, starting from the southern tip of Everglades Island to approximately 1000 yards south of the Southern Boulevard Bridge and the eastern shoreline out to Fisherman Island
• No vessel or person will be permitted to enter the center zone without obtaining permission from the Coast Guard or a designated representative

East Zone

• Waters of the Atlantic Ocean from surface to bottom, from Banyan Road in the north to Ocean View Road in the south and from shore to approximately 1000 yards east
• All vessels transiting the east zone shall maintain a steady speed and shall not slow or stop in the zone

• Phase 6 South, from Flagler Memorial Bridge to Seaspray Avenue. The sidewalks along County Road will be replaced
• Phase 7 North, from Bahama Lane to List Road

Beginning in summer 2027, the following phases will be repaved:

Town Council Meeting Traffic Discussions

During the January 14, 2025, Town Council Meeting, the elected officials and staff leadership discussed traffic mitigation efforts. The Town has taken numerous measures to mitigate the traffic burden. The three primary ways to reduce traffic congestion are to increase capacity, reduce demand, or spread the demand throughout the day. Actions underway or taken:

•  Bradley Place/Sunset Traffic Signal future installation
• Reduced bridge openings to one time per hour during peak times (7:30-9:00 a.m., 4:00-6:00 p.m.)
• Construction Management Agreement Development
• Limiting the number of construction permits, legal review is underway. Findings to be presented at a future Town Council meeting
• Explanation of Signal timing between Barton and Wells Rd along North County Road to be explored for a  future Town Council meeting
• Local Road controls – what can the Town implement, if anything, is under review 

Town Measures taken to date to increase capacity or measures under consideration/investigation to create future capacity:

• Bradley Place/Royal Poinciana Corridor Lane adjustments 
• Kimley Horn/Public Works is reviewing options for Bradley Place between Sunrise and Sunset
• Slip lanes for right turn only at Bradley Place and North County Road onto Royal Poinciana
• Manual traffic control and direction at major intersections along Royal Poinciana and Royal Palm Way
• PBDA drop-off/pick-up line moved further west on Seaview
• Creating a permanent right-hand turn lane on Bradley Place at Royal Poinciana (needs coordination with FDOT)
• Installing a traffic signal at the intersection of Bradley Place and Sunset Ave.
• The online permitting system (EPL) has created a 34.4% reduction in Town Hall walk-in traffic

Town measures taken to date or under consideration to reduce demand:

• Expansion of paid parking at Royal Poinciana
• Reduce the number of days or hours contractors or other services can perform work in season
• Reduce the number of active construction permits at any one period of time 
• Investigate regulations on Town-owned roadways (truck traffic/delivery hours, a cyclist riding in the north end, etc.)
• Increase parking fees 
• Modify ROW manual

Town measures to consider to spread demand throughout the day:

• Alter work hours for various trades, businesses, etc.
• Authorization of nighttime work for the Town’s projects
• Staggering school pick-up times
• Developers are required to shuttle workers and other construction management tools via the institution of construction management agreements for certain projects.

Ongoing Multi-agency Collaboration Efforts:

• WPB go meetings
• Collaborative leadership meetings are ongoing, including with the Palm Beach County traffic management division
• USACE, USCG, USSS, PBSO communications regarding barge traffic, bridge openings and road closures. 
• Congresswoman Frankel’s Office asked to assist with limiting bridge openings during rush hours
• Palm Beach County has issued an RFP to seek a consultant for the development of a county-wide transportation masterplan that will have representation from each municipality

Communication:

• Bridge cameras on Flagler and Royal Palm Bridges on the Town’s website and employee intranet
• The Town is monitoring FDOT and West Palm Beach traffic impact pages
• The traffic@townofpalmbeach.com email is being monitored for suggestions
• Employ the help of residents to be thoughtful and work together with their neighbors as a community to deter the number of trips to service providers (i.e., landscapers, pool contractors, and  others)
• Updated the Corradino traffic data report to the Town Council
• Illustrated capital project maps were presented to the Town Council at January's meeting and posted below. 
• Bridge, US1, and A1A complaints may be emailed directly to the FDOT Palm Beach Operation Center/Customer Service email.
