In Procurement Page of Town Website, there is a Vendor Center, explaining the procedure. Vendor needs to register with Bonfire (for free). After being registered, vendor will be getting notifications any time that new bid goes on the street.

Procurement utilizes e-procurement platform which can be accessed from Town website, under Procurement page. While bids are not yet awarded, they can be seen by public. To access bid tabulations and other official notices, you will need to access a bid, by creating a vendor account with Bonfire. Submit a W-9 form (required for IRS compliance) and any updates to your vendor profile; this grants access to electronic bids, RFPs, RFQs, and RFIs.
