Around Town: Projects and Updates Several projects were completed or are in progress throughout the Town with strong cross-department collaboration: - Approximately 500,000 cubic yards of sand will be dredged from offshore and placed along the beach in the Midtown area. Construction is expected to take place from January through April 2026. For details, please see the Midtown Beach Renourishment flyer. Additionally, construction equipment will be on the beach moving dredged sand between Seminole Avenue and Gulfstream Road. Beachgoers may experience detours, but all access points will remain open.
- Trucks will haul sand from the sand stockpile at Reach 7 Phipps Ocean Park project to the dunes of Reaches 8 and 9 on the Southend. To learn more, please click on this dune restoration flyer.
- The Royal Poinciana Median Beautification Project was successfully finished with support from Engineering, Facilities, and the Town’s community partner, the Garden Club.
- While construction continues at Phipps Ocean Park, the new racquet (tennis) facility officially opened in November, including the addition of pickleball courts.
- The Par 3 structural, painting, and balcony repairs were completed in October 2025.
- The holiday season’s installation of the Christmas trees at Bradley Park, Town Hall Square, and Worth Avenue, and onsite assistance for community partner-sponsored and hosted holiday events on December 2, 2025, were supported by Public Works’ Facilities Division. [Insert Image]
- Water Resources Division (WRD) responded swiftly to a 30-inch force main break in West Palm Beach on December 4. Working closely with the City of West Palm Beach and contractors, WRD staff stopped the spill, completed repairs, restored service, and repaired the roadway, with many staff members working late hours and through the weekend.
- Delineators were installed on Brazilian Avenue and County Road as part of the Town’s continued pursuit of improved traffic and safety.

Several new Police vehicles are on the road. Since October 2025, the Fire-Rescue Department has responded to four trauma alerts, one cardiac arrest, three STEMI alerts, and six strokes. As a result of a The Palm Beach Police & Fire Foundation donation, the Town is preparing to implement a Drone as a First Responder (DFR) program in the coming months. This innovative initiative will enhance response capabilities, improve situational awareness for officers, and further strengthen public safety across the Town. Open Carry Law Important Update: Changes to Florida’s Open Carry Law | The statewide ban on openly carrying firearms in public has been lifted for law-abiding gun owners. Key points of the updated law: - Open carry of firearms is now allowed in Florida without a separate open-carry license.
- This change aligns with the 2023 permit-less concealed carry law, enabling eligible individuals to carry a firearm openly or concealed without a permit.
- Open carry remains prohibited in certain areas, including government buildings, courthouses, police stations, detention facilities, polling places, schools, and other restricted locations under state statute.
- Private property owners and businesses may still prohibit firearms on their premises.
- All other state and federal firearm laws—such as those governing prohibited persons and safe handling—continue to apply.
For questions about how these changes apply locally, contact the Palm Beach Police Department at 561-838-5454.

News, Notices, and Notable
Construction and Landscaping At the November 12, 2025, Town Council meeting, Resolution 022-2025 was updated, revising Construction and Landscaping Working Hours. The ordinance updates the dates included in the summer/winter date ranges, which are now more in line with the Worth Avenue district: Summer is defined as May 1 to October 30, and Winter is defined as November 1 to April 30. Please view the revised Construction and Landscaping Working Hours. Flight Path Restrictions Temporary Flight Restrictions over President Donald Trump’s Mar-a-Lago Club took effect on October 20, 2025, establishing a 24-hour no-fly zone extending one nautical mile in each direction and are currently set to remain in place through at least October 20, 2026. Palm Beach, West Palm Beach, and Palm Beach County have filed legal challenges requesting that the Federal Aviation Administration review the process used to establish the temporary flight restrictions. Rep. Frankel indicated that while some details of the briefing were classified, the Secret Service expressed a willingness to engage further with local officials, airport leadership, and affected residents. She emphasized the importance of striking a balance between presidential security and fairness, while minimizing the community's impacts. View Rep. Frankel’s hearing. The Town has posted updates and links on the website in the current issues section. Property Tax: What Residents Should Know (1) The Florida Legislature is considering proposals to reduce or eliminate certain property taxes for homeowners, especially for long-time residents and retirees. Property taxes fund most local services, including police and fire protection, roads and infrastructure, parks and recreation, and Town administration. In fact, 67% of the Town’s General Fund comes from property taxes. While some proposals could reduce taxes for homeowners, significant cuts could also affect the Town’s ability to maintain current services. Currently, multiple proposed bills are being discussed at the committee level. The Town is closely monitoring the process, coordinating with statewide partners, and preparing for potential impacts; however, no changes to services are currently expected. Updates will be shared as more information becomes available. (2) With respect to property values and any potential impacts related to the flight path, property assessments are handled by the Palm Beach County Property Appraiser’s Office, which is an elected constitutional office independent of the Town. How property values are evaluated and what that could mean for your 2026 tax bill: - Property values are based on market activity. If sales prices in a neighborhood decline, the Property Appraiser reviews that data and adjusts assessed values, accordingly, as required by Florida law.
- If there is verified sales data showing that FAA flight restrictions have a sustained impact on property values, the Property Appraiser’s Office will evaluate the affected areas during the next assessment cycle and make any market-supported adjustments.
- At this time, there is no evidence that the recent FAA flight restrictions have affected real estate market activity or sale prices in the impacted neighborhoods. The Property Appraiser’s Office will continue to monitor sales closely to ensure values remain fair and equitable based on actual market conditions.
- In addition, residents always have the right to appeal their assessed value through the Value Adjustment Board (VAB):
- After you receive your TRIM Notice (which shows your proposed property value for the tax year), you may file an appeal if you believe the value is not accurate. For reference, the 2025 TRIM Notices were mailed on August 21, 2025.
- For 2025, the deadline to file an appeal was September 15, 2025. The deadline for appealing 2026 values will likely fall around the same time.
- This is an annual process available to all property owners.

Government Week In celebration of Florida Government Week (October 20–26, 2025), Palm Beach Public School’s third-grade students visited Town Hall, the Police Department, and the Fire Rescue Department to learn how local government serves the community. Guided by Town staff and welcomed by Town Manager Kirk Blouin, the students participated in a mock vote. They explored how various departments maintain the Town's safety, organization, and responsiveness to residents’ needs. The annual field trip connects classroom civics lessons to real-life experiences.
