ARCOM reviews and approves modifications to any existing structures visible from public rights-of-way, new construction, and landscaping. The seven members and three alternate members are Town registered voters appointed by the Town Council. Members are appointed on the basis of experience in art, architecture, community planning, land development, real estate, landscape architecture, or other relevant business, profession, or civic interest. At least two members, but no more than three members, of ARCOM shall be registered architects in the state.

Failure to provide the copy of the required voter registration card shall be grounds for rejection of the application.

The Code Enforcement Board hears cases involving violations of the Town Code and ordinances, and imposes administrative fines and other noncriminal penalties where a pending or repeated violation exists. Members must be residents and are appointed by Town Council on the basis of experience or interest in the fields of zoning and building control. The Board includes, whenever possible, an architect, business person, engineer, general contractor, realtor, subcontractor, general member, or person with experience in the field of public health.

The Investment Advisory Committee acts in an advisory capacity and shall make recommendations to the Town Council in matters relating to the Town’s investment policy and the investment of the Town’s surplus funds. The Committee is comprised of five members, who shall be residents of the town. Members are appointed based upon their prior fixed income investment experience. The Town of Palm Beach will not do business directly or indirectly with a Committee member, and for at least two years after the member’s term has expired.

The Landmarks Preservation Commission safeguards the Town’s historic and cultural resources through its land marked structures and historic districts. This State of Florida Certified Commission reviews and approves structural and landscape modifications to Designated structures and properties. This commission is comprised of seven regular and three alternate members, who are registered voters of the Town of Palm Beach and appointed by the town council, and who have, to the highest extent practicable, a special knowledge of and a known interest in landmarks preservation. One commissioner may be a non-registered voter who possesses specific knowledge or skills directly related to the preservation of historic structures or property.

The Planning and Zoning Commission acts in an advisory capacity to the town council in all matters relating to municipal planning and development. The commission is required to follow the concepts and contents of the town’s comprehensive land use plan in all planning, zoning and development related deliberations and decisions. The commission shall also have such powers and duties as may be prescribed by ordinance. Members of the Commission must be registered voters in the Town of Palm Beach and serve for terms of three years. Three alternate members of the Zoning Commission may be appointed by the Town Council who serve when called upon by the Chair of the Commission in the absence of any regular member.

The Recreation Advisory Commission consists of seven members serving three year terms, appointed by the Town Council. Members of the commission shall possess a knowledge or interest in Town recreation programs and facilities. Each member of the Recreation Advisory Commission is required to be a registered voter in the Town. The commission acts in an advisory capacity and shall make recommendations to the Town Council on matters relating to Town recreation programs and facilities. Preference is given to candidates who are enrolled or have their children enrolled in a recreation department program or are a regular participant or volunteer at a Town recreation department facility. The Retirement Board of Trustees consists of nine members; namely, one employee who is a member of benefit group general or benefit group lifeguard, one employee who is a member of benefit group firefighter, one employee who is a member of benefit group police officer, five residents of the Town and the Town Manager. The Retirement Board of Trustees acts in a fiduciary capacity for the Town’s retirement funds and in an advisory capacity to the Town Council on matters relating to the administration of the Town’s various retirement plans. The Retirement Board of Trustees will meet at least quarterly, with more frequent meetings anticipated during the initial transitional phase of this board.

The Shore Protection Board acts in an advisory capacity and makes recommendations to the Town Council in matters relating to shore protection, coastal management, beach nourishment, coastal armoring, the sand transfer plant, and matters relating to the Town's Lake Worth lagoon shoreline. The scope of the board shall include long term planning, budgeting, lobbying, public education and intergovernmental coordination. Members of the board shall possess knowledge or interest in shore protection, coastal management, and/or beach nourishment. The board shall be composed of seven members to be appointed by the Town Council. Members of the board shall serve for terms of three years. Each member of the board is required to be a resident of the Town of Palm Beach, except that one member of the board may be a non-town resident who possesses specific knowledge or skills directly related to shore protection, coastal management, and beach nourishment.
