The Planning, Zoning, and Building Department provides numerous services to preserve the Town’s extraordinary beauty, quality of life, and small-town character, including implementing the Town’s Comprehensive Plan and municipal Zoning Code, providing staff assistance to the Architectural and Landmark Preservation Commissions, managing construction-related permitting, issuing business tax receipt licensing, and archiving building records.

- Pursuant to Senate Bill 102, cities and counties must create an inventory of all lands they own that are "Appropriate for use as affordable housing" by October 1, 2023, and every three years thereafter.
- The Town of Palm Beach owns no appropriate land for affordable housing.
Mandatory Milestone Inspections and Study: Condos and Co-ops
In the wake of the tragic Surfside condominium collapse, Florida Governor Ron DeSantis signed Senate Bill 4-D into law on May 26, 2022, which was then modified in 2023 through the passing of Senate Bill 154. The revised law is now codified in Sec. 553.899, Florida Statutes, and Chapters 718 and 719, Florida Statutes, with the Chapters applying to the Condominium Act and the Cooperative Act, respectively. Every condominium or cooperative building that is three stories or more in height is required to undergo milestone inspections once the building is 30 years old, then every 10 years. The due date for the first Milestone Inspection varies and is listed below:
The Milestone Inspection is due when the building hits the 30-year mark, then every 10 years.
- The condominium or cooperative must complete a Phase 1 Milestone Inspection within 180 days of receiving a certified written notice from the Town building official.
- A Phase 1 Inspection must be performed by a Florida-licensed engineer or architect.
- A Phase 1 Inspection is a visual examination of habitable and non-habitable areas of a building, including its major structural components. It provides a qualitative assessment of the building's structural condition.
- If the architect or engineer finds any signs of substantial structural deterioration during a Phase 1 inspection, a Phase 2 Inspection must be performed.
- Upon completion of a Phase 1 or Phase 2 inspection, the engineer or architect of record must submit a sealed copy of the inspection report with a summary of, at minimum, the material findings and recommendations in the inspection report to the condominium association or cooperative association and to the Town building official.
- Any substantial structural deterioration repairs identified must commence within 365 days of the town building official receiving the Phase 2 report.

Working Hours for Construction and Landscape
At the November 12, 2025, Town Council meeting, Resolution 022-2025 was updated, revising Construction and Landscaping Working Hours.
Updated construction hours: The Town has paused construction work from December 24 through January 1 to effectively manage traffic and maintain a high quality of life for our residents. The ordinance changes the dates included in the summer/winter date ranges, which are now more in line with the Worth Avenue district: Summer is May 1 to October 30, and Winter is November 1 to April 30. Please note that some working hours have been changed in addition to the prohibition of work from December 24 to January 1.

Information for Town of Palm Beach property owners
Flood HazardThe Town of Palm Beach has been verified as a class 6 community in the National Flood Insurance Program (NFIP), Community Rating System (CRS) under the direction of the Federal Emergency Management Agency. This means residents who purchase flood insurance from the National Flood Insurance Program (NFIP) receive a 20% discount annually on their flood insurance. Many people do not realize that their homeowner's insurance policy does not cover losses due to flooding.
Palm Beach County 2020 Local Mitigation Strategy Adoption
The Revised Palm Beach County Local Mitigation Strategy Plan (LMS) was adopted on December 10th, 2019, by unanimous vote by the Town Council of the Town of Palm Beach. The plan was submitted for a score and inclusion in the CRS verification process in 2019. The CRS program requires that the plan be updated at least every five years based on the date of adoption. An updated plan will be due on December 10, 2024.

The Federal Emergency Management Agency (FEMA) provides flood insurance rate maps. Flood maps are intended to incorporate the latest and most accurate information into the maps to reflect communities' risks better. Flood maps show the extent to which areas are at risk for flooding and are used to help determine flood insurance and building requirements.
