Instructions to apply for parking permit
Before you begin your application:
Please have digital copies (photos are acceptable) of the following ready:
Proof of Residency (one of the following)
- Current utility bill
- Court-registered mortgage document
- Deed
- Condominium contract
- Trust document
- Current Florida I.D. or Driver's License with Town Address
- Current lease agreement, including the property owner/landlord’s name and contact phone number
- Hotel or rentals under 12 months are not eligible for permits
Vehicle Information (all required)
- Make and model
- License plate number
Supporting Documents (one of the following required)
- Car registration
- Insurance card
- Rental contract, if applicable

A credit card is required to complete your application, but payment will only be processed once your application is approved.

Parking Permit Options
Resident Parking Permit (RPP)
- Eligibility:
- Residential addresses on qualifying street blocks.
- RPP permits cost $50. Residents can add the Parkmobile Parking permit (PPP) for an additional $50.
- An RPP permit allows residents to park only on their designated block.
- If the ParkMobile is added, residents are allowed up to 2 free hours in any ParkMobile parking spaces around Town.
- RPP qualifying residents may purchase only the ParkMobile if they choose.
- Vehicles may remain in an RPP space for up to 48 hours. If a vehicle will be parked longer than 48 hours, notify the Police Department in advance. Maximum 2 RPP permits per household.
- Permits and hangtags are valid through the end of the calendar year
- RPP Permits are only valid on the specific street block they are issued for
Parking with an RPP sticker or hangtag on a different residential street, even if it is also designated for RPP, may result in a citation.
RPP Visitor Hangtag
- Residents may also purchase up to four visitor hangtags for their guests to display when visiting and parking on their RPP street block.
- Residents may purchase the visitor hangtags without purchasing the actual RPP permit.
- Visitor hangtags do not provide any free parking in ParkMobile spaces.
- Each RPP hangtag is $50
Application Steps
- Create an account
- Navigate to the Palm Beach Permit Portal and click the "Sign Up" icon in the top right corner.
- Enter all required information in fields marked with an asterisk (*).
- Click "Create". The system will automatically determine if you are eligible for Residential Parking Permits (RPP) or ParkMobile Parking Permits (PPP) based on your address.
- Register your vehicle
- From your home screen, click the blue "Add Permit" button.
- Click the blue "Add Vehicle" button.
- Enter your vehicle details and click "Save". Vehicles do not need a Florida plate to be registered.
- Upload Documents: Click the "Choose File" button to attach your Vehicle Registration and Proof of Residency.
- Select permit type
- RPP Residents: The location will default to your specific block. You are allowed a maximum of two permits per household.
- PPP Residents: Select "Townwide Parkmobile Parking Permit" from the Parking Location dropdown menu.
- Click "Add to Cart".
- (Optional) Add visitor hangtags
- If eligible for RPP, you may purchase up to four visitor hang tags.
- Click "Add Permit" and then "Add Vehicle".
- Toggle "Is this a visitor vehicle?" to "Yes".
- Plate Format: Enter a unique identifier in the plate field using the format: VIS + last 5 digits of your phone number + permit number (e.g., VIS434561).
- Click "Save" and then "Add to Cart".
- Payment and submission
- Once all desired permits are in your cart, click the orange "Add Credit Card" button.
- Enter your card information and click the green "Continue" button.
- Select the "Accept Terms" checkbox and click the green "Buy" button.
- Confirm your submission by clicking "Yes" on the final pop-up.

NOTE: Construction vehicles do not qualify as RPP visitors and will be subject to citation.
ParkMobile Parking Permit (PPP)
- Eligibility:
- Town of Palm Beach resident
- A PPP permit costs $50 each
- Maximum of 2 PPP permits per household
- Permits are valid through the end of the calendar year
- PPP permits allow residents to park in any ParkMobile zone spot for 2 hours
- If the vehicle will be parked for a long time, the resident must move zones at the end of the 2 hours or pay through the ParkMobile app

The Placard Permit Parking Program allows for unlimited parking without time limitations in the designated spaces within defined areas for which it is purchased. The placard permit doesn't guarantee parking availability, but it is ideal for employers who want to buy one or more permits to share among employees as shifts change, to enable them to have a more predictable parking situation for their personal vehicles.
Placard availability is on a first-come, first-served basis. Certain areas have waiting lists due to demand. Placard purchasers are prohibited from selling, renting, or otherwise charging another for use of their placard.

Renewal Notice
Placard holders are responsible for renewing their parking placards prior to the expiration date. Parking enforcement will issue citations for any vehicle with an expired placard. If the parking placard is not renewed before its expiration date, it will be offered to the next person on the waiting list, if one exists, or made available to the public for sale.
Additional Parking Resources
With the ParkMobile mobile app, drivers can easily pay for parking using their smartphones. Parking zones are clearly marked with blue signs displaying a unique zone code, which users enter in the app to start their session. ParkMobile spaces have maximum time restrictions for parking sessions based on the area in town where the space is located. If a vehicle reaches the maximum parking time limit, the vehicle must be moved to an area with a different ParkMobile zone number to pay for another parking session.
ParkMobile Parking Permits (PPP)
Town residents with ParkMobile Parking Permits are allowed two free hours in any ParkMobile space/zone in Town.
Instructions
- Download the ParkMobile app & register for free. ParkMobile in Palm Beach accepts all major credit cards, as well as ApplePay.
- Once registered, use the app to enter the Zone# listed on the signs to start a parking session.
REMINDERS:
- Double-check the zone and license plate of correct
- Select opt-in to receive a notification 15 minutes prior to your parking expiring & extend parking remotely.
- If you have prro signal, wait for confirmation before leaving your car
International Customers
International customers with one of these credit card types are able to enter "Other" for their billing zip Country and international Zip Code. If a customer doesn't have any of these payment types, a prepaid Visa/Mastercard as a payment option that can be utilized in the app.

ParkMobile Space Limits
ParkMobile spaces have maximum time restrictions for parking sessions based on the area in town where the space is located. If a vehicle reaches the maximum parking time limit, the vehicle must be moved to an area with a different ParkMobile zone number to pay for another parking session. Please review the time limits in the table below.

Designated disabled parking spaces

A compact car is defined by two key measurements:
- Length: Does not exceed 15 feet
- Wheelbase: 100 inches or less
Important: Trucks and SUVs are not considered compact cars, even if they meet these dimensions.

Service Provider Parking Options
Vehicles belonging to or being used by personnel working on or visiting a construction site are to be parked off the roadway and on the private site if at all possible.
If the contractor shows that all vehicles cannot be parked on the site, the contractor can apply for construction parking permits authorizing up to three construction related vehicles to park on the street where legally permissible if approved by the Town. Apply for construction parking through the Planning, Zoning & Building (PZ&B) Department.
Parking violations and other Town violations at construction sites can be ticketed by either Public Works or the Police Department.
If and when a contractor should receive three strikes at a job site for parking non-authorized construction vehicles on the street or other Town violation, the PZ&B Director is obligated by local code to issue a Stop Work Order, with work resumption and associated conditions at the discretion of Town Council.
An appeal process (at staff level) is built into the rules. Appeals, if filed, must be made in writing within seven (7) days of ticket or violation issuance. Appeals are to be filed with the issuing department.
Loading Zones are reserved 24 hours a day for commercial uses only. The vehicle must be commercially marked and being used for commercial loading or unloading. These spaces have a 30-minute limit.
The Town of Palm Beach only allows car carriers to load and off-load vehicles on private property. There are no designated car carrier loading/unloading locations in the public right-of-way.
If carriers are found blocking lanes of traffic, they can receive a Code Enforcement Notice of Violation for a violation of the Right of Way, Ord. 106-1—Class II violation, or a Traffic citation for a violation of Florida Statutes 316.1945—Stopping, standing, or parking prohibited in specified places.
Commercial Loading and Unloading/Deliveries are only allowed during the hours of 8:00 am. and 8:00 p.m. (Ord. 42-197) – violations of this ordinance are class II violations, subject to the same fine schedule as above.
Residents are strongly encouraged to notify and educate their auto transport carrier companies before arriving in the Town of Palm Beach. For more information, please call or email Code Enforcement or call the Palm Beach Police Department's non-emergency line.
Enforcement, Citations & Policies
Citations
There are two different parking fines for most violations, including expired meters, time-limited spaces, and illegal parking. All violations that occur are subject to the following fines:
- Commercial areas: $60
- Residential areas: $75
Other fines:
- Handicap violations: $250 in both residential and commercial areas
- Fire hydrant: $75 in residential areas and $60 in commercial areas
- Vehicle boot: $350 in both residential and commercial areas
Late fees
- 14 days = $20
- 60 days = $40
- 90 = $65
Vehicles with 3 or more unpaid citations will result in impoundment or immobilization of your vehicle.
If at any time an individual believes a ticket has been issued in error, they are encouraged to file an appeal online. Please include as much detail as possible to ensure the Parking Enforcement team can review the case thoroughly.
THE POLICE DEPARTMENT WILL NOT RESCIND TICKETS WHICH WERE CORRECTLY ISSUED OR BECAUSE THE DRIVER WAS NOT FAMILIAR WITH THE LAWS OR POSTED SIGNS.
