Richard M. Kleid, President

After being a frequent visitor to Palm Beach for some 20 years, Richard "Dick" Kleid and his wife Rhoda became permanent residents of the town in 1997. Soon thereafter Mr. Kleid was appointed a member of the Planning and Zoning Commission, serving successively as Secretary and Chairman during his five-year tenure on the Commission. In 2005 he was elected to the Town Council and has served continuously since that year. He has served for two terms as President Pro Tem and is currently serving his third term as President of the Town Council. He currently serves as Chair of the Administrative and Personnel Committee and is a member of the Public Works Committee.

Mr. Kleid was an active member of the town's Centennial Committee and the Town Council's liaison to the Committee. Mr. Kleid is a proponent of the "one town" philosophy of government and a strong supporter of active beach management. He believes in progressive evolutionary planning which preserves the unique historical character of Palm Beach while allowing for creative development.

In addition to his service to the town, Mr. Kleid is an alumni interviewer for his alma mater, Columbia College, and a volunteer attorney at the Legal Aid Society of Palm Beach County. Mr. Kleid was awarded the prestigious Emeritus award from the Legal Aid Society. He is also a member of the Citizens' Association and the Civic Association where he previously served as a Director. Mr. Kleid feels strongly that an informed and active citizenry makes for good government. This interest in civic involvement goes back to when Mr. Kleid lived in Upper St. Clair township, a Pittsburgh suburb. While there he was an elected member of the School Board and its President for several years. He was also a trustee of the Community Foundation in Upper St. Clair.

A long-time employee of the J.C. Penney Company, Mr. Kleid served as its real estate counsel, and during this period he was an active member and frequent speaker at the Lawyers' Section of the International Council of Shopping Centers. He also contributed to legal publications and was a seminar lecturer at the University of Miami Law School.

Mr. Kleid was a member of the Allegheny County Bar Association and a member of its real estate committee charged with preparing a form contract for use by the real estate community in the Pittsburgh area.

Mr. Kleid is a graduate of the Horace Mann School, Columbia College, Columbia Law School, and holds a Master of Law Degree in Taxation from New York University Law School.
